Donald Trump has been endorsed by many low life political individuals,  like Chris Christie and former Arizona Governor Jan Brewer.  However,  the worst of the lot is the fascist Sheriff of Maricopa County, AZ , a county which “a 2007 Forbes study which ranked four of Maricopa County’s municipalities in the top ten fastest-growing cities in the nation.” That Sheriff’s name is Joe Arpaio.  Joe, a man so awful that an honorific should not be used before his name, ranks with some of the most infamous “Law Enforcers” in the country’s history, which includes lowlifes like Bull Connor, of Alabama’s racist infamy. This disgusting Joe, was elected by  the “good” citizens of Maricopa County six times, despite his unbelievably awful record as a law enforcement executive and officer. I say “despite”, but I really mean “because,” since I can only conclude that a majority of these “good” citizens support Arapaio’s flagrant disregard of our Constitution, Courts and the American Legal system. Some highlights of Joe’s career:

Jails

“Arpaio’s practices include serving inmates Food salvage[31] and limiting meals to twice daily.”[32]

“In an ongoing case, federal judge Neil V. Wake ruled in 2008 and 2010 that the Maricopa County jails violated the constitutional rights of inmates in medical and other care related issues.”[35][36]

“Arpaio’s cockroach-infested maximum-security Madison Street jail.”[39

Tent City

“Arpaio set up a “Tent City” in 1993 as an extension of the Maricopa County Jail for convicted and sentenced prisoners.[41][42] Arpaio has described Tent City as a concentration camp.[43][44] Tent City is located in a yard next to a more permanent structure containing toilets, showers, and an area for meals.”[45]

“Arpaio stated that he reserves the punishment of living in tent city “for those who have been convicted”. However, most of the population consists of pre-trial inmates.”[51][52]

On July 2, 2011, when the temperature in Phoenix hit 118 °F (48 °C), Arpaio measured the temperature inside Tent City at 145 °F (63 °C). Some inmates complained that fans near their beds were not working, and that their shoes were melting from the heat.[46] During the summer of 2003, when outside temperatures exceeded 110 °F (43 °C), Arpaio said to complaining inmates, “It’s 120 degrees in Iraq and the soldiers are living in tents, have to wear full body armor, and they didn’t commit any crimes, so shut your mouths.”[47] In 1997, Amnesty International published a report on Arpaio’s jails which found that Tent City is not an “adequate or humane alternative to housing inmates in suitable … jail facilities.”[48] Tent City is criticized by groups contending that there are violations of human and constitutional rights.[49]

“Volunteer” chain gangs

“In 1995, Arpaio re instituted chain gangs. In 1996, he expanded the chain gang concept by instituting female volunteer chain gangs.[53] Female inmates work seven hours a day (7 a.m. to 2 p.m.), six days a week. He has also instituted the world’s first all-juvenile volunteer chain gang; volunteers earn high school credit toward a diploma.”[54]

Pink underwear

One of his most visible public-relations actions was the introduction of pink underwear, which the Maricopa County Sheriff Office’s website cites as being, “world-famous.”[55] Arpaio subsequently started to sell customized pink boxers (with the Maricopa County Sheriff’s logo and “Go Joe”) as a fund-raiser for Sheriff’s Posse Association. Despite allegations of misuse of funds received from these sales, Arpaio declined to provide an accounting for the money.[56]

Arpaio’s success in gaining press coverage with the pink underwear resulted in his extending the use of the color. He introduced pink handcuffs, using the event to promote his book, Sheriff Joe Arpaio, America’s Toughest Sheriff.[57] Arpaio has said “I can get elected on pink underwear…I’ve done it five times.”[58][59]

Just on the above information alone I think the reader can see that the reign of Joe has been a disgrace, yet there is more to disclose as we see why the voters of Maricopa County are truly the ones at fault and are not the “good” people they presume themselves to be. There is also a current controversy that involves this slug of a man.

Unconstitutional jail conditions

“Federal Judge Neil V. Wake ruled in 2008, and again in 2010, that the Maricopa County jails violated the constitutional rights of inmates in medical and other care related issues.[35][36] This ruling was a result of a lawsuit brought by the ACLU, which alleged that “Arpaio routinely abused pre-trial detainees at Maricopa County Jail by feeding them moldy bread, rotten fruit and other contaminated food, housing them in cells so hot as to endanger their health, denying them care for serious medical and mental health needs and keeping them packed as tightly as sardines in holding cells for days at a time during intake.”[69]

“In the case of Braillard v. Maricopa County, the plaintiff’s attorney cited numerous reports commissioned and paid for by Maricopa county, dating back as far as 1996, detailing a “culture of cruelty” where inmates are routinely denied humane healthcare at Maricopa County Jails run by Arpaio. Testifying in this case, Arpaio stated that he could not deny making the statement that even if he had a billion dollars he wouldn’t change the way he runs his jails.”[74]

“Arpaio has publicly stated that his jails are meant as places for punishment, and that their inhabitants are all criminals. Most jail inmates are pre-trial detainees, who are considered innocent until proven guilty.”[75]

Now these cases go back to 1996, their findings and Arpaio’s justifications were all over the media, both in Maricopa and the rest of the United States. Yet the citizens of Maricopa  County elected him 6 times (the last time being 2012} during this period, despite this negative publicity. It then becomes apparent that Joe’s unconstitutional Law Enforcement and imprisonment practices are approved of, nay loved, by the majority of Maricopa County’s citizens. As repulsive as I find Arpaio, my greater contempt is for those of the Maricopa Citizenry who elected and re-elected this appalling man. How can this country ever abide by its Constitution, if its citizens accept unconstitutional behavior by its elected officials and actually seem to approve of it?

Improper clearance of Maricopa County Sheriff’s Office Cases

“Under Arpaio, the MCSO may have improperly cleared as many as 75% of cases without arrest or proper investigation.[76][77][78][79] The sheriff’s office failed to properly investigate serious crimes, including the rape of a 14-year-old girl by classmates,[80][81] the rape of a 15-year-old girl by two strangers.[82][83] These cases were “exceptionally cleared” without investigation or even identifying a suspect in one case which are not in accordance with the FBI standards for exceptional clearance.”[82][84]

Failure to investigate sex crimes

“During a three-year period ending in 2007, more than 400 sex-crimes reported to Arpaio’s office were inadequately investigated, or not investigated at all. While providing police services for El Mirage, Arizona, the MCSO under Arpaio failed to follow-through on at least 32 reported child molestations, even though the suspects were known in all but six cases. Many of the victims were children of undocumented immigrants.”[82][86]

MCSO’s Justification for ignoring sex crimes

“An internal memo written by one of the detectives assigned to the Morrison case blamed a high case load, saying the special victims unit had gone from five detectives to just three, and the detectives left were often called off their cases to investigate special assignments. They included a credit card fraud case involving the Arizona Diamondbacks and a mortgage fraud case in Arpaio’s home city of Fountain Hills.[87]

When county supervisors provided more than $600,000 to fund six additional detective positions to investigate child abuse in fiscal 2007, none were added to the sex-crimes squad. Sheriff’s administrators now say they have no idea where those positions were added or what became of the money after it was added to the budget.”[88]

What this indicates to me is that Joe’s office doesn’t even do the job it is paid to do. In fact it ignores cases that involve ordinary citizens, to handle high profile cases. Is this what the Maricopa County citizens deem to be good law enforcement? Why are they satisfied enough with his watch as Sheriff, that they keep re-electing him, when he doesn’t even supply?

Abuse of power: In February 2010, Judge John Leonardo found that Arpaio “misused the power of his office to target members of the Board of Supervisors for criminal investigation” Arpaio was investigated for politically motivated and “bogus” prosecutions, which a former US Attorney called “utterly unacceptable”.[102][103] Phoenix Mayor Phil Gordon has called Arpaio’s “long list” of questionable prosecutions “a reign of terror”.[103]

What astounds me and I’m hard to astound, is that the above is not even half of Arpaio’s criminal abuses, which have literally caused Maricopa County to pay out millions in settling lawsuits against Arpaio. Think of any possible corruption by a Law Enforcement official and Arpaio has committed it. This includes racial profiling, creating a false assassination plot against him, election fraud and a consistent pattern of  trying to intimidate other public officials by false charges and investigations, resulting in the County losing many lawsuits. Joe Arpaio is a thug of the worst sort, who uses his position as Sheriff in a corrupt manner. Yet he’s won six elections and two recall attempts against him failed. He may be a bad man, but apparently his “badness” plays with the Maricopa County Electorate. Actually that electorate may be worse than the man himself, since they’ve sent the clear message to this politician that they love his style. When hasn’t any politician ever hesitated to do that which gets them elected? This brings us to the story I saw today which generated this piece: Sheriff Joe Arpaio Offers To Apologize And Pay For Violating Court Order In Racial Profiling Case.

“An Arizona sheriff known for immigration crackdowns and a defiant political style has offered to publicly apologize and fork out money from his own pocket for his acknowledged violation of a court order in a racial-profiling case that barred his immigration patrols.

The concession by Maricopa County Sheriff Joe Arpaio is intended to short-circuit contempt-of-court hearings next month that were ordered by the judge in the profiling case and could reveal embarrassing details about the sheriff’s office.

Arpaio’s offer to end the civil case with the apology and payouts marks a rare public expression of contrition for the normally unapologetic lawman, whose immigration enforcement efforts helped win him popularity among voters but were eventually whittled down by Washington and the courts.”

The essence of this is that Arpaio is admitting that his department racially profiled in violation of a Federal Court order. He is trying to forestall a contempt hearing by donating money to a Latino Charitable Organization and also claiming that the Judge’s contempt hearing will waste hundreds of thousands of taxpayer dollars for the hearing. So here we have a law enforcement officer, who has created and run a reign of terror in his county, ultimately costing its taxpayers millions, now trying to atone via a donation and curt apology.

The latest news on Arpaio’s attempts to wriggle out of these charges came on 5/13.

“Maricopa County Sheriff Joe Arpaio and three of his top officials were found to be in civil contempt on Friday after a federal judge ruled that he violated court orders stemming from a 2007 racial profiling case.

U.S. District Court Judge Murray Snow found the sheriff and the three others persistently disregarded the court’s orders and showed an intent to “violate and manipulate the laws and policies regulating their conduct.”

“In short, the Court finds that the Defendants have engaged in multiple acts of misconduct, dishonesty, and bad faith with respect to the Plaintiff class and the protection of its rights,” Snow wrote.

The closely watched case centers on allegations that under Arpaio, who has courted controversy in the past with anti-illegal-immigration tactics, the sheriff’s office failed to comply with a judge’s orders meant to curb racial profiling of Latino drivers.

Arpaio, 84, and his three top aides were found in civil contempt by Snow after a series of hearings into their conduct.

The sheriff was cited for three counts of contempt in the court’s order. Chief Deputy Gerald Sheridan was found to have committed two counts of contempt and retired Executive Chief Brian Sands and Lieutenant Joseph Sousa were cited for one count each.

Arpaio and Sheridan have admitted to violating court orders but maintained that it was unintentional.

The lawman, who styles himself “America’s Toughest Sheriff,” and his office face a range of potential sanctions including fines, restitution for those harmed by the actions and tighter oversight of daily operations.

He also could face criminal charges stemming from the conduct. It was not clear on Friday whether the judge would seek a criminal referral.

An attorney for Arpaio, John Masterson, said the judge’s ruling was being reviewed and that he expects to file a response by May 27. He said the civil contempt finding was expected since Arpaio and Sheridan already admitted to it last year.

An attorney for the plaintiffs hailed the long-awaited ruling.

“His recalcitrance ends here,” said Cecillia Wang, director of the ACLU’s Immigrants’ Rights Project, in a statement. “Strong remedies are needed to protect the community’s rights, starting with internal investigations that root out misconduct. Willing or not, the sheriff will be made to comply with the law.”

So who I ask are the real scum in this depressing story, is it Joe and his henchmen, or is it the seemingly shameless majority of Maricopa County voters who like Joe’s style just fine? Con-men need “marks” and politicians need voters, sometimes the two are indistinguishable.  As we contemplate Donald Trump running for President and the fact that he was the overwhelming choice of Republican primary voters,  what are we to make of those voters beliefs and their prejudices?  The political sensibilities and emotional links between Arpaio and Trump are many.  They both are people of a fascist sensibility, which has paid off for them in their celebrity.  We can damn them for their natures, but what does their political support say about the natures of those who’ve voted for them?  Perhaps it is their voters who should be damned?
